Concord, NH – West Publishing has informed the New Hampshire Judicial Branch that an unauthorized party gained access and obtained certain Supreme Court data files in March 2026 after the company's systems were breached. West Publishing Corporation, a subsidiary of Thomson Reuters, provides C-Track, the software used by the New Hampshire Supreme Court to manage its cases. C-Track is not used by the New Hampshire Superior or Circuit Courts.
West Publishing discovered the unauthorized access on June 30 and determined on July 20 that some New Hampshire Supreme Court data was among the files accessed. The breach also impacted appellate and supreme courts in other states that use C-Track.
In mid-August, West Publishing provided the Judicial Branch with a link to the files subjected to the breach. According to West Publishing, the information in those files has not been made public.
The New Hampshire Supreme Court data at issue was stored by West Publishing in a system separate from the New Hampshire Judicial Branch’s own systems and networks. Since being informed of the breach, the Judicial Branch has been working to determine the specific Supreme Court case information involved. To date, the Judicial Branch’s review indicates that the accessed information pertained to cases filed between January 2002 and January 2015. There is no evidence that the responsible party obtained information outside that timeframe or gained access to the Supreme Court’s case management system. Court operations have not been affected.
West Publishing has informed the Judicial Branch that compromised data from several states could potentially include individuals’ names and possibly one or more of the following: Social Security numbers, driver’s license numbers, medical information, dates of birth, or health insurance information.
The Judicial Branch’s review of the New Hampshire data to date indicates that names of parties and service addresses in cases from the 2002–2015 timeframe, including in confidential matters, were accessed.
To date, the New Hampshire Judicial Branch has not identified any New Hampshire data in the accessed files that includes Social Security numbers, driver’s license numbers, medical information, dates of birth, or health insurance information.
The Judicial Branch’s information technology team is continuing its work to confirm that unauthorized access to New Hampshire data was limited to what West Publishing has disclosed and to what the Judicial Branch’s own review has identified so far.
