“This is a budget that basically maintains current level of services,” Donchess said, arguing that far deeper cuts would require laying off large numbers of police officers, firefighters, teachers and other staff. The Board of Aldermen’s budget committee will now review the proposal.

I live less than a mile from City Hall. Even with that advantage, getting there requires planning. For residents farther away, with fewer resources or different disabilities, the barriers can be considerably greater.
